What is Factor?

Providing high quality and comprehensive educational opportunities for county commissioners and staff is a high priority for the Florida Association of Counties. We have continued to build our educational offerings over the last 20 years and in 2012, we branded our education certification programs, FAC + Educator = FACTOR.

A factor, from the Latin “he/she who does” is a person who professionally acts as the representative of another individual or legal entity.

Our programs are designed to educate commissioners on their duties and to encourage them to be leaders within their communities and the Association.

 

Certified County Commissioner (CCC)

The Certified County Commissioner (CCC) education program is a voluntary program of study designed for county commissioners to learn information and enhance skills relevant to their duties and responsibilities. Completion of the course requirements results in the designation of Certified County Commissioner.

 

Advanced County Commissioner

The Advanced County Commissioner (ACC) education program, “The Florida Forum for County Leaders,” is an advanced leadership program designed for graduates of the Certified County Commissioners (CCC) program.

 

Torchbearer

Once a Commissioner graduates from the ACC Program, they may become a “Torchbearer” by attending the annual Alumni event, participating in CCC courses as refresher workshops, and by accepting leadership positions on the many FAC Boards and Committees.

 

Florida County Government Guide

The Florida County Government Guide is a comprehensive guide includes all aspects of Florida county government, including Florida’s history, county government structure, leadership and management, ethics laws, budgeting methods and strategies, economic development and growth management, human resources, purchasing and contracting, health and safety, and infrastructure. The Guide is updated bienially.
