The Florida Association of Counties 2009-2014 Strategic Plan called for the Florida Counties Foundation to develop both a continuing education program as a next step for Advanced County Commissioners (ACC) and an incentive program that encourages continued participation in our programs. In order to accomplish these goals, a new program was created in 2013 called Torchbearer. This program encourages Commissioners to further their education and participate in leadership roles within the Association.
Once a Commissioner graduates from the ACC program, they may become a “Torchbearer” by participating in this annual program. ACC Alumni are encouraged to reach at least 100 Torchbearer points for their service within the Association. Points are given for participation on FAC Boards and Committees, attending FAC events and educational programming, and much more. Commissioners that reach that level are recognized as Torchbearers at FAC's Annual Conference in June.
A “Torchbearer” is a leader of government that imparts knowledge, truth, and inspiration in others.
